dont know where I heard it from - that it can cause thirst?

will have salmon first meal in the morn but the second meal?

Salty fish can cause thirst.

On Yom Kippur there is an inyan not to eat fish at the Seudah hamafseket, since them Rambam explains that you may choke on a bone and die before you have done teshuva and been forgiven.

That's not a concept before Tisha b'Av, and given that the Seudah hamafseket doesn't really happen, there are no limits on what you at Seudah shlishit.

Just don't eat salt herring.
