My toddler has been itching alot past few weeks.. I have checked for lice many times, He has nothing.
I even did a lice treatment just to be sure.
What can it be??
I already tried changing shampoo.

I'm going to assume you mean scratching hair. It could be sweat or dandruff. How have you been checking for lice? You really need a good comb for that.
