Why do you need to verify? If someone says they need and you give, then you have done a good deed and fulfilled a mitzva. I know that if someone knocks at my door asking for tzedaka, I don't have to verify their need - it is considered charity. You should ask a LOR instead of holding on to an item that you don't need and may help another

theres a gemach in brooklyn. I got from them a few times. very helpful.
