I have not been walking and not been active the last couple of weeks.
eating has been the same as usual.
I cannot close my skirts. I put on weight.
I read on here that excercise does not help weight loss.
so why did I put on weight?

Depends.
If you walk once a week for an hour, it might not help you lose weight (but it will make you a tiny drop fitter)
Compare that to brisk walking 6 days a week for 1.5 hours - you have a high chance of dropping almost a pound a week.

Exercise does not make or break a calorie deficit in CICO counting, but it makes a huge difference to health and weight.
