I was able to access the site this morning/afternoon. Not sure what issue your having.
I don't particularly look when it was last updated but I was definitely able to download things.
ETA: just checked now and see that they're down. It could be maintenance work at night? Similarly to imamother. They were definitely running these past few weeks and today.
You can try I believe walder pavilion Torah umesorah which has also a quite large selection of things that are on chinuch.org.
