My daughter is in seminary in Israel. Any ideas what I can do for her for her birthday? I called a few cake delivery places but they are crazy expensive so not really possible right now

How about a breakfast package? (no clue how much they are)
Call one of her friends to buy her something from you.

something from amazon she will like?
a gift card to a local restaurant ?
plenty of nice places on Najara street the girls like to go to.
or Rav Shefa
your gift card will get you much more than order in anything
Happy B Day

I called her friend from hs and gave her money (through her mother) to buy breakfast for the room.

The most cost effective way to send something is to call a regular store and order from them. The places that cater to people from overseas are double the price. Call a bagel store like Mr bagel and ask them if they can deliver a bagel pastry drink etc. or call waffle bar or Atza and order a lunch/supper. Ask them not to attach the receipt and write a short note so she knows its from you.

My daughter is in Tomer Devorah and her birthday is this week. I ordered a breakfast basket from this company and added a balloon and water bottle with her name on it (for her iced coffee habit). It was not at all cheap, but it's once this year. The owner is very communicative and she is a Tomer Devorah alumna
Before you send anything to a dorm, pay attention to hechshers. Most seminaries have policy regarding this kind of thing, and most of these companies do not have ay hashgacha, but "we use only bedatz/eida charedi ingredients". For my daughter, I wanted her to be able to share and not feel weird so a real hashgacha was important to me. I know it's more nuanced in Israel than in the States...
