No, it's not actually food that's meant to be eaten. Unless you regularly make fish head for supper, and then my answer would be yes:)

They get thrown out at the fish store on a daily basis. It's considered carcass.

No. It accomplished its purpose on Rosh Hashana and now can be discarded.

I noticed a lot of people seem to have dumped it at the street cat feeding point.

No... But the meat from the head doesn't taste different than the other meat. So if someone will eat it, then do.
ETA I voted other

If I didn't throw it would just sit and rot in my refrigerator. And believe me, I need that refrigerator space.

If you use the flesh to make necklaces,
the eyes for earings,
the skin for a pocketbook, then it's a shaila.

I was once shopping right before Pesach and met a woman (she did not appear frum) who told me that she reuses the lamb shank bone on the Seder Plate every year, and freezes it in between.
I was thoroughly grossed out, but this takes the cake. Fish wins over meat! Eww.....

There’s only so long it can be outside without becoming contaminated with salmonella.

They keep it in the shrink wrap and don't defrost. I don't see why this is an issue.

They just use it as a centerpiece? Isn’t the point to eat from it?
Also how does is it not deformed if they eat from it?
And how much fish is in there to put it away for so many years?

My family never ate from it. Straight from the freezer to the table. My mother was too grossed out from it to even take it out of the container.
During the seuda, we would just point at it while saying the Yehi Ratzon, without Shem HaShem.
Lakewood yeshivish for reference.
ETA we did not reuse the same one from year to year.

DH also says you can say the Yehi Ratzon just while looking at it, you don't have to actually eat from it.
(but eww of the day....)
