Yes but you’d need to cook the chili for about 24hrs or at least soak the beans for that long first for them to cook fully. Most chili recipes call for canned beans.

I quick soak beans in a pinch. Put beans in pot with water, bring to a boil, and turn off. Let sit for about half an hour. Works just fine.
