There’s a shortage of similac but there is some. Apparently the shortage is because there’s no Kendamil.

I asked a Rabbi from the OU about the Target Kendamil with no hechsher on the package. He said he doesn't recommend it. If you are living in America, DO NOT USE IT. It is not "OU-D" to the same standard that American OU-D products are.

Basically, outside of the US, there are less kosher products available, so people are not makpid to eat certain items with a hechsher. The London Beis Din has the Kendamil without a hechsher on its list of technically permissible products for European Jews to eat. But it doesn't actually have a hechsher - they're just saying it doesn't have treif in it. In America, Jews are makpid to only eat items that have a hechsher... so even if you don't keep Chalav Yisrael, don't buy that Target Kendamil!
