What are the new and upcoming communities in Florida that are affordable under $400K for a house? Looking for an area that is near a Mikvah and has at least one shul.

Wimauma is mostly chassidish. It's a suburb of Tampa. Someone else will need to provide further info.

Another option (more litvish) in the Tampa area is Temple Terrace, tho not sure it's within your budget. The shul is the Young Israel of Tampa under Rabbi Rivkin. They have a website you can check out.

Tampa is about 4 hrs from Boca and Miami.

I briefly looked into Tampa and I think the houses are closer to 600k and up, but I could be wrong

It is very neighborhood dependent. There are definitely houses in the 350k-400k range, but not sure offhand if Temple Terrace is one such neighborhood or no.

Saw an article recently that discussed new/growing neighborhoods in Florida.

The part that may be of interest to the OP is:

"In the western part of the state, in and around Tampa, a group of chassidim is currently building 2,500 one-family homes where people will be able to live in space and style. The homes will feature four and five bedrooms, will cost just $325,000, and will require only a 3% down payment."

The whole article, which mentions other areas as well, can be found here =

There is really nothing yet. It's Lazer Krausz's (from kol mevasser 3-9-4) project. He didn't update in a while.
