Fully cooked chicken on the bone had blood oozing out. Is it safe to eat?

If it's blood it needs more time.

In the thickest deepest part near the bone? Then go ahead. I'll cover tightly and bake a little longer (unless what you're seeing is marrow).

Blood? If there's blood isn't it not kosher?

Juice, which is usually red, is not the same as blood. As someone else said, if there’s blood it’s not kosher. The chicken can be very juice, even if fully cooked. Did you check the chicken, or just poke it? I would cut a piece open and see what the actual chicken looks like.
