How to decorate a playroom on a budget

Currently playroom has a huge oversized ugly couch lol and an open 5-shelf bookcase. That's it.
Also ugly brown flooring and plain empty walls.

Its not a huge room, but not tiny. Any ideas how to make it cozy and cheerful without spending too much?

I am mainly looking for decorating ideas, not so much toy organization, because I really want to build a closet one day, which isnt in the budget now.

Althogh I'd be open to any suggestions on how to cover the bookshelf so all the messy toy shelves aren't visible.

A nice cozy rug makes a big difference.
Can you get a cheap cover for the couch that matches the room?
Bins for toys instead of them loose on the shelf.

Cute baskets for toy bins, like woven will make the shelves look prettier. Otherwise you could do a curtain to cover it. You mount a curtain rail to the top of the bookshelf and then attach your curtain. If you got a curtain in a cute child print, it could brighten up the room.
Putting a couple of shelves up to display models or other child made structures can make it look more playroom like.
Do you or the kids like jigsaws? We've done a couple in the past and framed them. It really makes the wall brighter.
And a small table? Having a child sized table and chairs for them to sit at also makes it more child centred.
And if you theme all the colors and make the room match, it will looked pulled together. That's not to say it needs to be the same, but that they blend together.

Loads of options in all price range.
Cheapest upgrade is paint in a bright color! Sounds like a dark room.
Look out on Craigslist for a non expensive couch. I got a leather one for free on Craigslist in teal color. It's confortable, practical and inviting!
