By my son it was a ENT issue, he needed tubes and also his hearing wasn't great as a result and sleep apnea, but the only symptom I really saw was the constant (not seasonal) runny nose. BH it all cleared up with tubes and adenoids removal.
But if it's only in the winter it's likely not an ENT problem.
