Yes, if you pack it into your check-in luggage, it will still be frozen upon arrival.

Yes, people do it all the time. There are ways to pack frozen meat for traveling. I think ‘between carpools’ has a step by step instruction article.
Not the same thing but I once took frozen pizza bagels in my suitcase- not even packed well and they were still freezing cold after a 12 hour flight. It was in the hot summer.

Sure! We do it all the time to Israel. Vacuum pack it for the best results and most space savings
