To a new mom, her husband and 2 toddlers ? Is a 9” round pan sufficient? I would do baked ziti and then a small rectangle pan of plain macaroni in case the kids are picky. Plus salmon, lettuce salad, and vegetable soup

No, I would do a 9x13. It’s great if they have a little extra. Pasta is cheap so it shouldn’t make a difference all the same or cause extra work.
