Have him eat pillowy soft bread or challah. It will take it down. Have him eat a nice amount.
If he still feels it afterwards, it very likely is a scratch that he's feeling. It's a very uncomfortable feeling.

Have him do a chin tuck and swallow a few times see if that helps

When you swallow you can feel the scratch move as the muscles contact.
But if he's saying it's not a scratch, I would not leave that alone. I'd go to an ENT emergency and have them check with a scope camera in the office.
