Any apps that I can download onto an iPhone that I can take the pictures on and it will send a digital copy for free so I can print locally?
All that I tried want a lot of money even for a digital print.
I had one at one point but don’t know which it was.
(I’m looking to spend the least amount since some of my kids may never even use it but I always like to have current ones)

Why do you need an app to take pictures?
Look up the rules for passport photos and do them yourself with your phone. Use a good light source like a flash or a window.
Personally I couldn’t be bothered so I paid the $8 to have them done at the copy store.

I've done it before can't remember which site I used. I just googled around till I found a free one.
It's the easiest thing to do.
I printed at Walmart for 12 cents.
If you take the picture against a white background you can for sure find free options.
I couldn't get a good one of my toddler against a white background so I used a site where I paid 1.99 for them to remove the background and make it white. Worked perfectly.

I’ve always had them take the picture at the post office, when I did the applications. Are you bit doing it there?

Went through very old emails and found the app I used
It’s called photo booth
Doesn’t fix up just sizes correctly which works for me. I just take against my wall and then I get to email it to myself for free and I can print it.
I actually am using the adobe feature someone posted earlier to make it totally white the background.

What wasn’t working on the gov site it said something about the photo compression wasn’t right and I didn’t know how to fix that

Maybe you're selecting a wrong option. Digital downloads where they only size it for you and duplicate to fit on a 4x6 print should be free.

But I see you found your previously used app.
