Do they like eating out?
Then I'd get them a gift certificate to a nice restaurant in their area.
Otherwise a Nordstrom gift card is nice. She can buy expensive makeup if that's her thing or a piece of jewelry or a new outfit.
(Or macys or Bloomingdale's or another nice department store near her)
I'd love to splurge on a new perfume or something like that.

Try Mejuri. They are an online wholesaler so affordable. With a $300 budget you can likely get some a nice bracelet and earring

I'm not yet a MIL and I'm older than 25, but I looked at the links for fun and I have to be honest, I would be really creeped out if my MIL gave me jewelry like this for a birthday. It's more of a gift from a husband kind of thing to me.
OP, how about a pair of Ugg slippers and a nice Ugg blanket? Or just the slippers?
If she likes to read, I love the idea of a magazine subscription or maybe an audible subscription?

Hi, so I’m not looking to get a romantic type of piece of jewelry, rather something fun and casual. I liked one of the Nordstrom links to a chain necklace that can be used for layering.
In terms of reading, I have sent them magazines in the past, but she is not a big reader. I think slippers and a robe is a nice idea, but it might be a bit too intimate or casual.
. I’m thinking to go with the chain necklace, which to me is classy and simple. she knows how much we love her, and she appreciates jewelry type of gifts.
To the previous poster who asked if I had ideas in terms of why they don’t want to receive expensive gifts yes, I do. I’m taking that into account in looking to purchase a gift that she will appreciate and enjoy
