Silver tip is best cooked rare and sliced thin. It's very lean and can overcook when reheating if you're not careful.
Chuck eye I don't particularly like the taste of in the oven but it's more forgiving. It does taste cheaper. I do happen to like it a lot in the sous vide, where it tastes more similar to a lower quality prime rib.

Never tried silver tip.
Chuck eye is delicious baked low and slow.

Chuck eye is cheap and practically fail proof.
Roast low and slow overnight with whatever spices, sauces, etc. It will come out soft and yummy. It does have pieces of fat in there though.

I sometimes open up the chuck eye, remove the fat in the center and re-tie. Low and slow either in the oven or stovetop. Usually goes over very well.

Chuck all the way. Juicy, forgiving, and cheap. Silver tip overcooks so easily.

Not if you cook it correctly. It can be delicious and juicy. But it can overcook easily the first time around or when reheating if not careful. And if you're not a fan of medium rare at most, forget it.
