I remember my mother buying me a women’s miniskirt and taking it in. It was my favorite skirt!
A soft waist, like stretchy fabric that’s folded over might be a good choice. Those are comfortable worn a little higher.

The Jewish stores are terrible with children's clothing. For my tall and skinnier child everything is too short and too wide. It has a waste but the waiste is to wide on her. When I size down the dresses get even shorter.For my chubby child. I actually found quite a few dresses that fit in width. But are so unflattering. The dry goods type stores are the hardest with clothing running too wide of skimpy material supper skinny.
There might not be a big demand for husky kids. but if manufacturers anyhow have a wider cut. a make it in a style that would fit a plus size child. And make a little Simon. So the sales woman could direct the custome that needs the wider fit to the right place

Tottini has a tiered skirt that comes in lots of colors and runs very full.I second Junee they have tons of dresses that do fit. You have to have lots of patience and try them on. You will probably have to hem
Them a lot. Lulu also has very full sizing.

Ages 3 to 14
The plus size is approximately 9 inches wider than regular sizing
There is matching styles in a regular and plus size so that siblings can match
We are also very sensory friendly with no tags and soft materials

My gorgeous daughter is eleven. Hashem yishmor it’s so challenging!!! But it’s gotten better as she got older.. it’s easy now than two years ago. But the worst is SCHOOL UNIFORMS.
There are some stores that gear to tweens and those work better
