Vast majority of frum communities are in the suburbs with nyc as the exception.
Philly (specifically Northeast as I know that’s the area you’re looking into) isn’t completely devoid of public transit but nothing is walkable and the buses aren’t amazing.

In highland park, NJ- you can walk to the elementary school, supermarket, kosher eateries, and library from the frum area. Search real estate near RPRY school. Lovely town with great achdus.

Chicago has a lot in walking distance but you will prob need to use uber too. We also have subsidized busing for the jewish schools.
