Why is only one brick mortar bank in NYC (Citi) offering no penalty for early withdrawal CDs?

why do you need brick and mortar? You can have a brick and mortar bank for your regular checking account and online banks for your savings or CDs (Ally Bank or CIT bank are good) and have the best of both worlds.
