I'm curious what would make you call someone smart.

There are many kinds of intelligence.
When I call someone smart, I usually mean that they understand people and concepts in an intuitive manner.

A person who is intelligent, very bright and a quick learner. Usually that person is not very loud, or maybe because they’re quiet I don’t know if they’re stupid?

Funny, I always think the louder people are smarter. The quiet people seem at first glance as if they don't have anything smart to say.

That's a smart question 
Intelligence comes in many different forms. There's book smart, street smart, emotional smart, someone with a good memory, a deep thinker, someone who's very knowledgeable, and more.
My view of smart is someone who has the ability to view and perceive a concept from all different angles and take it apart with clarity and depth and understand it from every viewpoint.
As far as smart people being loud or quiet, I believe they're usually the quiet ones because they like to absorb and process all they hear and then collect all the knowledge they have and make their own figuration and judgement in their mind.

Everyone has an incredible human brain that no machinery can replicate. Useful skills change generation to generation. Quickness is probably the closest thing, but few people are smart in all areas.
It is smart to learn from everyone, with apologies to pirkei avos

I think I'm a pretty quick learner and can grasp concepts quickly, but I do horrible on tests and timed quizzes because my brain blanks under pressure.
