No, but many people eat dairy stuffed kreplach.
According to our family minhag:
Stuffed cabbage is purim and simchas torah - symbolizes that which is hidden, the purim story is hidden and sweetness hidden in torah.
Meaty stuffed kreplach is whenever you "klop"" erev yom kippur, hoshana rabba, and purim.
Dairy kreplach is shavuos - but I have no clue why!
