I think it is pretty and looks comfortable.

I would wear for wear, Shabbos and any kind of low key gathering in the summer.

I wouldn't wear it for a formal occasion - that is probably the differentiation.

Perhaps it depends on where one lives as I am not in a place where people dress very formally. They dress nicely but they don't wear the equivalent of a suit

Looks too short to be a robe...

I think I would wear for Shabbos but also depends on the material, which is hard to tell from the picture.
