I am having a bunch of guests staying by different
people want to send them a gift but don't have much money to spend
what can I give them that doesn't look to cheap

Buy a bunch of trays and cellophane at amazing savings . Make a nice candy / chocolate platter from candy you buy in bulk. Or if you want to do really cheap make your own chocolate covered pretzels

A nice lucite box ,tins of mints, mini water bottle, another tin of nuts or candy the itinerary or a nice floral wrap/ basamim that your giving out.
All this for 10-15 depending on buying bulk

I think she is looking for a gift for the hosts , not for the guests.

I'm giving little houseplants- succulents- in pretty pots. I wrote little thank you notes on wooden vegetable garden markers (those little stakes you lable your plants with) and stick them in the soil. About 10$ each.
