I don't know if these were produced by Jews. I do know that our Rov has paskened for us that if an aino Yehudi owned it at any point then it needs tevillah. (so our Jewish produced utensil purchased at Walmart needed tevillah)

I was taught that only utensils that are used for ready to eat foods need tevila. So cookie cutters not, unless you're using them to cut sandwiches or shapes out of sheet cake or something like that

I believe you only need to toivel if it touches cooked food, but ask your LOR

If you're in doubt and can't reach a rav, just toivel it without a bracha.
Doubts are - was it made by a Jew and will it be used for ready-to-eat food.

If it's only coming into contact with raw inedible food then wouldn't need tevilah. But carrots and onions, etc. get grated and can be eaten raw.

I usually keep questionable items until I have something that definitely needs tevilla with a brocha, then do them at the same time.
We hold items that come into contact with food, whether raw or cooked, should be toivelled (unless it's plastic as we don't toivel plastic).
