Create a daily to-do-list-come-time-schedule and have a set, regular block of time designated for net surfing for all purposes. An hour , two hours, fifteen minutes, whatever you determine is reasonable at whatever time you determine works best. Before that, set the laptop to sleep, and after that, shut off the laptop and put it away.

I am not understanding the problem because it appears that you are using it for some very useful things which save time and energy.
I needed a USB C cable and I had to research on amazon but it was still far less time that I spent versus driving to a store - parking - going into the store - finding the correct aisle - looking visually at the options - going to the cashier to pay and then driving back home with the cable.
What do you want to change and why?
If you are using it for fun relaxation, then just limit the time you spend just as you might limit the time you spend doing other things. Computers all have timers you can set - I know there are Apps for my iPhone which I could use to limit how much time I spend.
