Yes I’ve heard of this. Even for shabbos should be a light mopping not heavy cleaning.

I view clean countertops like clean dishes.. a must for sanitary preparation of food.

Seems to be a chassidish minhag. I only only heard of this from one person who I met as an adult.

I'm chassidish and never heard of this. Neither have my husband or siblings. (Asked them now.)

In my house floors get washed a few times a week!! Never heard of such a minhag!

It’s a minhag to not wash floors except for shabbos, or if they’re very dirty I think?

Is it possible you may be thinking of the day of Tisha B'av when you're only allowed to do housework after chatzos? I have never heard that you can't do mopping during the nine days.
