Whenever I turn on the oven, the dry foods on the bottom shelf of the upper cabinet next to the oven feel hot. What can I do to prevent this without moving all the food out of there?

Nothing, unless you're willing to apply very heavy insulation to the cabinet.
My advice: rearrange your cabinets and store pots and pans and non- plastic dishes in this one. Sorry.

I agree with Zaq. It's simply not a good idea to store heat-sensitive or perishable items where they will get hot. Rethink your kitchen storage.

I was hoping I could put some sort of board on the bottom of the cabinet to prevent it. Do you think that would help?
