I think this would only look good if you’re very small on top. and very thin.
It all depends how it looks on you to know if it’s appropriate for shabbos. It’s possible that it’s a good shabbos dress.

Can totally be dressed up or down.
I would wear it with flats and a sweater for work and then switch out to heels with a fancy wig for an evening engagement party.

I'd wear it with nice jewelery and wig and then be comfortable wearing it for shabbas

Yes, but be aware it looks like it might be too short if you are taller.
