A makeup artist told me that the heat from the blow dryer can melt the makeup. She prefers if the hair is done first.
The hair stylist didn't want to first. In the end the hair stylist curled the hair and put it into rollers. The makeup artist did her thing. The hair stylist finished the hair and the makeup artist did some touch ups. Obviously this setup can only work when you have multiple people getting their hair and makeup done so you don't pay for 2 people to sit there all day.

If it's your hair, do hair first and then makeup.
If it's a wig, since some of it gets done off the head (the initial hair drying), do the makeup first, and then finish up with the wig.
