1. Cincinnati person -- are you asking about Torah L'Netzach?
You can contact the cincinnati kollel via their website -- kollel.shul.net
2. I forgot to add that there is a kollel in Canada that I've heard offers good packages...I think it might be Edmonton.

when emailing one of the kollels on hte websites, how should we approach it? do we give dh's background info, how much, what do we say?

detroit's website has a phone number so I guess dh can call (does he ask to speak to the rosh kollel?)
cincinnati only has a contact email address no phone number. so I guess we'll start with detroit.
before finding out what they want from us, aleph is to find out if there are openings. the rest follows. we've done this before, many times
