Please excuse my ignorance, I never actually thought about this or heard about it from people, but recently I got to thinking...is there a such thing as chalav yisrael and chalav stam or even akum in Israel? I had a family member bring some shoko back to the States for us. It was Yotvata, and then I realized that I didn't even know if Yotvata is an ok hechsher for us or not. We only use CY, so I'm wondering if there is this issue in EY too... (I guess after hearing about all the different hechshers, mehadrin this and that, I became more sensitive?)

There are products that use milk powder that is not CY in Israel. There are also other issues in milk products - milk from non-Shomer Shabbos farms milked on Shabbos, milk from treifos etc. So you need mehadrin. Some rabbonim allow plain milk with no additives even without mehadrin.
Some Yotvata is Rav Landau (mehadrin), some is not.
