If you have a children's place outlet near you, I got some tights there awhile ago for 19 cents each. The bin said $1, but they rang up cheaper.

check out Land's End overstocks - they usually have the smaller sizes like that and they last forever.

Children's place tights are pretty good. (I like the plain opaque black ones that they make.) And their prices are reasonable.

Target also sells girls tights (basically same style as children's place) for about $3 or $4.
