Most people I see without make up don't have exactly the same skin tone, if only because the skin isn't as thick everywhere.
I use Bare minerals powder and it is perfect even without foundation (I never use it, never found my colour anyway).

I think "uneven skin tone" is nonsense foisted upon innocent women by the cosmetics industry. NO ONE has exactly the same skin color all over , and I don't think you would really want to. You'd look flat and fake, like a painted wall. Unless you have serious blotchiness like vitiligo, don't worry about it.
Now if you want to take about uneven hemlines, that's something you need to fix.

Nobody has perfect skin.
You could always just use a tinted moisturizer to cover up minor imperfections if you wish to skip foundation.
