I've had similar situations, but mostly with mildly mentally disabled people. I either say "oh, she doesn't like to be touched by people she doesn't know" (which is true), or I'll just slowly move the cart/stroller away and out of reach.

I tell them they can touch her toes (if they aren't bare!).

just pin a sign to the stroller: "do not touch the baby. she bites."
