Ronald Reagan granted 2 pardons in his first year in office. 83 in his second, and 91 in his third. Bush 1 granted 9 in his first year in office. There's no real reason not to.

People here don't get to act as if Obama is pure evil if he doesn't commute Rubashkin's sentence, unless they're going to say the same thing about Trump the day he takes office.

At the time of the raid, it's also been said that ICE conducted the raid to justify its funding. This attachment is written by a translator who was present at the raids. It doesn't directly speak to Rubashkin's particular case, but it could speak to the overall motive- in that it may not have been antisemitism at its inception.

I think it's understood that when a president pardons someone it's a chessed. He is not deemed evil if he doesn't. We do have to do hishtadlus and try, and if it's god willing, they can be the right shaliach.

Wait, according to what you're saying, he gets a pass his first year.
