With a very good mehadrin hashgacha (not just rabbanut mehadrin)
any recommendations?

Skyline at Jerusalem Gardens hotel is supposed to be elegant and good. It's under I think Rabbanut and Rav Weiner in Ramat Eshkol (he doesn't have a hechsher, but he does mashgiach/hashgacha for a few restaurants who asked him for help in reaching the chareidi American community)

There is cafe rimon. Dont know the hechsher but they have milky n meaty restaurants both yum. Or in the ramada hotel there r 2 good restaurants. You also have waffle bar. Its nice milky restaurant a good hechsher under r rubin. Look on eluna website gives u all restaurants and hechsherim. Plus u can get discounts...

Waffle Bar food is great, but not sure I would call it classy. Muskat on Kanfei Nesharim is one notch up in terms of ambiance, and I believe it has a Rubin hechsher.

On Haneviiem theres a Rubin restaurant..dairy and nicer but dont know what its called. (you can look up) also Ricotta Har Chotzvim - rabbanut Mehadrin with R zaritsky.

Keyara is by the same owner, and we enjoyed it even more. (Sheyan was perfectly nice. Keyara was just more interesting.)

On haneviim it's called li tov. It's new and nice

Sheyan is amazing - delicious Asian food, great place.

But it's not dairy.

There's Muskat on Kanfei Nesharim, I'm not sure what hechsher it is though.

We used to love both of them, however I have been told by reliable sources that there have been hasgocha issues and we were advised to not eat there now. I also heard that Keyara closed.

There's also Agas Vetapuach by Iriya which is OU Israel in addition to Mehadrin.
And also Holy Bagel in Ramot mall - its a restaurant & I think it's Rubin, though I may be wrong.

Right. But this particular one happens to be IMO nicer than some of the others mentioned here. They made it into a proper restaurant.

I dislike Sheyan, except for their sushi, which is fine. Agas ve Tapuach is better, IMO.

Rimon in Ben Yehudah is not as nice as the one in Mamilla. Neither are fancy, but they are nice.

What about 1868?
