OP, as someone who has been on both sides: the tenant and now BH the landlord (albeit of an illegal apartment as well), I want to point out one thing. The landlord says that he could easily get a few hundred more than what you are paying monthly for the place, and I believe it. But just because he can doesn't mean he will. When we were looking for a tenant most recently, we priced our place at what many people told us was perfectly reasonable for what it was in our area. But no one wanted it at that price. We ended up getting someone months later who is paying two hundred dollars less than what we originally asked for. Everyone around us said that we could get the price that we were asking for, that it was fair, but just because we could get it in theory doesn't mean that we did. So don't feel guilty about that.

In regards to the gas, in all honesty if you were without gas for 21 days, that means that for 21 days the only thing that your apartment was good for was being a place to store your furniture and to sleep at night. Not having gas essentially makes it useless. BH you had people to go to to take showers and eat, but what would have happened if you didn't have family close by? Not everyone does. Then you would have had to possibly rent a motel to take a shower (or pay to use the Mikva) and you would not have been able to eat and would have had to rely on takeout, at great expense to you. The gas is your landlords problem unless somehow you caused it, which I doubt is the case.

Just something to think about.

(Now as it happens, my apartment doesn't have an oven or stove, but my tenants move in knowing that. And BH my hot water has never failed on us, although my WiFi is currently down and we are working on it ASAP for my tenant.)

OUt of curiosity, how much do you think is a proper sum to deduct? The amount of increased expenses to the tenant or the amount the gas is worth via the bill to the landlord?

I think the 3 weeks with no gas because of the inconvenience or actual expenses whichever is greater.
