yes. He can get into any yellow cab, and they'll take him there. It can take between 10-25 minutes depending on traffic.
The taxis probably know how to get there. If he says to the Old Montefiore Cemetary, they'll realize where, or probably even if he says to the cemetary. Or to the Ohel. Or the Lubavitcher Rebbe.
Here are directions. But normally the taxis will not listen to their rider's directions.

From JFK:
Take Belt Parkway East (2.5 miles) to Springfield Boulevard(Exit 22).
Turn left onto Springfield Boulevard & continue (1.9 miles) to 121st Avenue.
Turn right onto 121st Avenue (0.5 miles) to the last house on the right before the cemetary.

That is the house where you can do all your pre & post activity.

Have a safe trip.

The yellow cabs go according to the meter. So you never know. It really depends on traffic. It may be between $15-$35. That's my rough estimate.
But they do like to rip off those whom they see are from out of the country. So have him keep an eye on the meter, and make sure the guy doesn't add on a few bucks here& there.

The meter does start off with a set amount (less than $5, probably about $2.50) and then it goes up automatically (.20 cents?) per 1/4 mile or amount of seconds. depending on traffic.
Before he gets ouyt of the taxi, he should see what the meter says.
The driver does add on I think $1 per suitcase. That's also normal.
Also, if DH tells him right away, I have directions if you don't know how to go, then he knows he can't really take you thru a tour of manhattan before heading back to the area, to charge more (which turned my $20 trip into a $40 trip once many years ago)
