one year I did a 'freezing cold' theme so I put in

frosted flakes
ice tea
mint hot tamales ice
must cooling mint gum
nestle sno-caps (cholov stam)
sugar cubes
mini marshmallows

I was thinking (didn't happen as I got the flu that year) of making rice krispy treats and shaping them like a snowman... you could try that!

This is probably not exactly what you're looking for but I thought I'd share anyways
Last year, I dressed my son up as a snowflake. He was an infant and I attached a bristol board cut out of a snow flake to his back while he slept int he carseat.
MM was butternut squash soup and a roll.
Other people suggested freezies, popsicles, hot chocolate

PS I love the idea of snowflake shaped cookies with sugar crystals

You can do light blue and white rum balls dipped in sugar crystals. (for a cooler look stick in lolly pop stick and make a bow of a thin ribbon at the end blue and whit will look nice)

Then there are thease lolly pops that are like a bunch of sugar crystals together. Add a blue glass bottle of water on a white disposable square plate n find ribbon that has snow flakes on.

I made this them last year for my mil she had a cute poam about econemy is freezing I got her cute carbard boxed with snowman online googel snowman gift party box. she put in snowflakes chips (I think gefen) and mint candies in a straw draw string bag from oriental trading really was cute. ouh she also had bussines cards with snow man border from bp that she put lable with poam on it.
