I've tried a few recipes, and this is best.
Zev’s Haddar Pesach Brownies
• 4 eggs
• 1-1/2 cups sugar
• 3/4 cup oil
• 3/4 cup ground nuts
• 2 Tbsp cocoa
• 3/4 cup potato starch OR tapioca starch
• 1 cup chocolate chips
• 1 Tbsp lemon juice OR 1 tsp vanilla extract
Mix well on high speed. (Or by hand until uniform.)
Pour batter into a greased 9x13 pan.
Bake in oven preheated to 350 for 45 minutes.
Cut while warm.

Do you think these still be considered good without the chocolate chips, we don't use those on Pesach.

Click on the link, and then scroll down to Zev's Pesachdik Brownies. There's a modified version of this recipe which omits the chocolate, and increases the cocoa and oil instead.
