Can you trim the bottom of a child's tzitzit if they are frayed or if they hang too long on him?

Yes, with a non-metal implement. (As per the psak I was given when I asked. I have yet to find a good plastic knife that works on them, though my BIL swears up and down that he's done it.)

Tried lots of different non-metal things with no success. I think my husband did it once (carefully) with a piece of broken glass.

We always do it with a ceramic knife. No problem at all.
But from what I learned, the tzitzit have to remain a certain length long. I dont remember the length, sorry
