Waking baby on purpose

My 3 year old has taken to waking the baby on purpose. He knows he's not supposed to. I can usually prevent it by keeping him occupied and out of the room, but sometimes he manages to get in anyway. I have tried time outs and taking toys away. Right now I am ignoring him. I told him I can't play with him now because I have to take care of of the baby, if you hadn't woken him, I would have been able to play with you. I'm getting really upset, I can't get anything done when the baby is awake, he is fussy to begin with, worse if he didn't get a proper nap.

Lock the door where the baby sleeps.
