I'm making pizza for supper tonight, but I just remembered that the bottom heat of my toaster oven is broken. Will it work with just the top heat without turning it over or is it better to just make it on the stove? TIA

Try putting a small piece of dough in and testing it. It may or may not work well. Otherwise just do it on the stove.

you can start it off on the stove and then finish it in the oven. that way the dough bakes and the cheese melts.

Thank you. I cooked it for 20 minutes plain and hoped not to have to turn it over, but I had to. After it was cooked, I added the sauce and cheese.
