What is the best program/software to use to convert/extract this type of file?
I assume a .rar file is a condensed version, not unlike a .zip file but I am not getting the option of extracting. I would probably need to download some kind of software but I am unsure which ones are good or safe.
Any recommendations?

Yes, it is an archive file. You can use WinRar
