I have a lot of leftover bread in my freezer. would you make challah kugel in little cupcakes and dust with confectioners' sugar and give for mishloach manos?

I don't see why not; just include a note as to the ingredients and the bracha. I would also not include it in MM unless the recipients will definitely be home at time of delivery; kugel, while not as perishable as milk, fish and cottage cheese, still requires refrigeration.

I would sooner make a few nice sized kugels and give them to families who could use this sort of assistance, such as those with new babies, sitting shiva, etc

I wouldnt eat it. I have visions of leftover challah sitting out on someones table then languishing in the freezer. very unappetizing even with sugar dusted on it.
