I m short on time, and don't want to spend too much money.
I'm Not very crafty
Not a baker
Don't live in or near NY
I do have big lots and Walmart near me
I'm thinking of giving tea biscuits and Arizona tea, both available at Walmart and my local supermarket.
I need to jazz it up make it look a little more elegant.
What other easy to get food can I put in for this theme
How do I package it to look elegant.

I did a tea theme once. Besides the Arizona tea and tea biscuits, I added a box of tea bags, packets of sugar/sweet and low, small jars of honey and jam, honey candies, box of Lemonheads and a small bag of chocolate chip cookies. I put them all in a small basket wrapped in cellophane and they looked very nice.

I would add 2 lemon or mint tea bags that come with pretty individual wrappers (I think Wissotzky comes individually wrapped) and 2 candied lemon slices that are either homemade or use the candy fruit slices, and finish it all of with a pretty ribbon.
