I have a 1 and 2 year old and I'm flying to Canada. I will need car seats when I am there. Can I check both car seats for free or does it count as luggage?

It probably depends on the airline , is it an international flight ?

Depends on the airline. We've always gate checked car seats for fear if th getting misplaced as luggage. We got these roller things to wheel the seats the the airport from a friend. Made the schlepping a lot easier.

You should be able to check one car seat per baby/toddler and no it does not count toward your check-in luggage. That's the standard but check airliners, esp if you're flying non-frill carrier.
I'm more inclined to check at the check-in rather than gate-check, just because you'll have so many things to schlep and manage all things with children through the security gate. If you're worried about damages, bubblewrap parts of carseats with movable parts and straps etc. Are you paying for both their seats or any one of them flying lap baby?
Are you flying with your DH? If you're doing a solo, you might want to take a letter from DH stating he acknowledges your travelling with children without him. I recall Canada can be strict on this issue.
